Create a GitHub project to track what the Council is actively working on #85

We discussed this at the 2024-06-21 council meeting and decided to experiment with it. Minutes.

We also have been discussing this on Zulip.

I've created a project at https://github.com/orgs/rust-lang/projects/55/views/1 and have started populating it with items I'm aware of.

This doesn't mean the experiment is over, just that it has begun.
