install needs to be updated for windows #1015

https://www.visualstudio.com/downloads/#title-58852 is the correct link for the build tools now.

It would also be good to indicate that you can scroll down to see a whole list of installer links, given that above the fold the page looks like it's just got full VS installers.

The current link, https://www.visualstudio.com/downloads/#build-tools-for-visual-studio-2017, seems to work fine.
