Missing COPYRIGHT page #1168

The standard copyright notice present in all rustc source files states

See the COPYRIGHT file at the top-level directory of this distribution and at http://rust-lang.org/COPYRIGHT.

However, that link is currently returning a 404 not found error.

cf. #652, which is about the (now gone) text being incorrect.

I think the page should just redirect straight to https://github.com/rust-lang/rust/blob/master/COPYRIGHT, which is where the link on https://www.rust-lang.org/en-US/legal.html points.
