Write a simple, user-oriented 'stability guarantee', based off of the API evolution RFC, Language versioning RFC, and Stability as a Deliverable.

This should be a few paragraphs designed to make newcomers feel good about trusting Rust. This will be linked prominently from the front page and will be an important part of the Rust sales pitch. Use your creativity.

Any word on this? I'm looking to get back into contributing to the site, and I'm happy to take a crack at writing this thing.

Hmm, I completely dropped this on the floor, sorry! In the meantime,

This is no longer the current Rust website.
There's now a lot of data about Rust stability in practice as opposed to just the promises. (For instance, we have the editions system.)
I think a lot of people are less worried about stability because Rust is a fair bit of an older language.

Should we re-file this against the current website? Is it worthwhile?
