Clarification of ownership #327

@steveklabnik says that Mozilla owns the infrastructure (and accounts on third-party services, e.g. Heroku) for the Rust project, but I couldn't find any such statement on rust-lang.org.

Perhaps this could go in the FAQ. It's a reasonable thing to disclose, but not relevant to most users. Maybe folded into a more general question about who funds Rust development.

I think it's also suitable for https://www.rust-lang.org/legal.html (see #326 though).
