eRFC: Iterate on and stabilize libtest's programmatic output #3558

This eRFC lays out a path for stabilizing programmatic output for libtest.

Had to create the T-testing-devex label. Hope there isn't any other process for when we do the FCP...

EDIT: rust-lang/team#1238 unblocks FCP
