Mentioning NonGNU ELPA #411

Hey,

rust-mode has just been added to NonGNU ELPA and will now be available OOTB from Emacs 28 onwards: https://elpa.nongnu.org/nongnu/rust-mode.html

It is also planned to add the recommended packages, down the line.

This shouldn't affect how this package is developed or who is allowed to contribute. The main difference is that ELPA distributes stable versions by default, and these not indicated by git tags but commits that bump the version tag.

In case are OK with this, consider mentioning NonGNU in your documentation, to make installing the package easier for new users.

@brotzeit You should probably also mention that NonGNU ELPA doesn't have to be configured for Emacs 28 and newer.
