Make `rust-mode-hook` a customization variable #492

Allows rust-mode-hook to be set through custom, the same as for most other major modes.

Sorry about the late review. I usually don't see hooks being defined as defcustom for other languages. Is there any other major modes where it is being done ?

I'm gently closing this PR for now as there haven't been any recent updates. However, feel free to reopen it whenever you're ready to pick it up again.
