Normative vs non-normative or informational content

Should there be a distinction between what is normative and not? How should that be described and delineated? Is that the terminology we want to use?

As a reader, I like to see a clear distinction between "this is a consequence of the previous rule" and "this is an addition to the previous rule".

Having explicit markup for non-normative text can be helpful if you want to generate an automatic index of (or reverse links from) defined terms. Then you can let the reader see a list of all uses of the term in normative text.
