Add a few people to wg-bindgen. #1339

Except Ojeda, everyone else used to have access to the repo.

Also, fix the repo URL.

I assume this was needed for the tagging privilege we discussed -- but please let me know if I should be aware of anything else.

No, that's right. This doesn't seem super-granular so I suppose you also have privileges to merge and so on too, but I think that's alright, I trust your judgement :)
