Add gcc-backend team #1372

As suggested here and there, I'm creating a team for rustc_codegen_gcc.

This team will manage the existing rustc_codegen_gcc repo as well as the 2 new repos that were recently moved to the rust-lang organization in this PR.

Do we want this to be a team? I think it would probably make more sense to be a working group like LLVM is.

Ah, yeah, good point, I forgot that it is wg-llvm, not t-llvm. Yeah, wg-gcc makes more sense than a team.
