Should this be a subteam of council?

@jackh726 this is a marker team (i.e., just a group of people) as making it an explicit subteam comes with all kinds of governance questions that have yet to be answered like "can the council even have subteams?".

I think it does make sense for this to be a subteam, but we can merge this.
