Add `rust.vim` under automation #1397

This doesn't seem to be actively maintained at the moment, although people seem to be still using it. Maybe we should archive it to make it clear that it's unmaintained?

I asked in https://rust-lang.zulipchat.com/#narrow/stream/301329-t-devtools/topic/vim.20plugin to get feedback on what to do with this one.

Based on the discussion, it looks like there might be some interest to maintain this in the future, so let's keep it unarchived for now (also since it is being actively used by people).

We probably want to update the vim marker team with the folks who have actually expressed interest in maintaining this project. But that can be done in a follow up.

Is there any follow up?

I don't think so, I'm not sure if there were any interested people (apart of maybe @Mark-Simulacrum).

I would be interested in learning more about helping with the project. Is there someone I could discuss level of effort and expected ramp up time with?
