Require subteam-of to be specified. #1403

This changes it so that Teams, Working Groups, and Project Groups set the subteam-of field. Marker teams do not require it.

The reason is to ensure that teams are connected, and to make it a little easier to connect the top-level teams to the leadership-council.

This is a draft because it requires https://github.com/rust-lang/www.rust-lang.org/pull/1937 to avoid breaking the website.

This should be ready now that the website has deployed.
