Add `gsoc-contributors` team #1442

Adds a gsoc-contributors team with access to dev desktops. Eventually we should add all the GSoC participants, but for now it would be great if we could unblock people that need access to dev desktops.

Thanks! Building rustc on my own machine (8 GB RAM) was taking a couple of minutes. It's fine so far, but if checking the functionality of various tests ends up taking up a lot of compilation time, this should be valuable.
