Stabilize a location-sensitive version of polonius. It should accept the "famous" Problem Case 3 from the NLL RFC as well as the dreaded https://github.com/rust-lang/rust/issues/47680. See Polonius Update blog post for more background.
Currently owned by @lqd (who cannot presently be assigned to the issue) with @nikomatsakis as types-team liaison.
