Update Working/Project Group RFC #32

Updated RFC based on the previous meeting, and I decided to expand on the Working Group section as well based on the process that happened for Secure Code/Gamedev working groups.

Under the new terms, is wg-governance itself a working group, as in "a way of finding new domains that would benefit from continual development"? I feel it is different from the embedded, wasm, game-dev, cli groups somehow.

@crlf0710 Well that is a question we have been thinking about on and off, and one of the potential topics we have for our next meeting. My feeling would be that it's a project group under the core team.
