Help finish up RFC 2044 (dual-MIT/Apache2 licensing). #33

RFC 2044 is almost complete, see status at https://github.com/rust-lang/rust/issues/43461#issuecomment-540990502

Hope wg-governance can do something to help getting it finally finished.

Well I think there's been ample effort to attempt to contact the remaining individuals, so I don't think just trying to harder to contact them will resolve the situation. I think we now have to think about replacing or removing any of the copyrighted material.

Of the remaining 5 people (at this time), i think @tomjakubowski is still using github and writing rust (there's activity), the other four people seems no longer active on github, and one of them deleted their github account.

@crlf0710 Well I don't think it matters whether there's activity or not. We started this process nearly two years ago, which is plenty of time for someone to have responded, and we've repeatedly attempted contacted for them to respond over this period. I think we'll make a lot more progress if we didn't consider contacting them as an option. If those authors have an issue, I think it's now up to them to reach out to us rather than the reverse.
