In https://github.com/rust-lang/team/pull/1403 I am proposing to require the subteam-of field to be set for all teams. However, this would break the governance page listings. This updates the rendering so that it can handle subteam-of="leadership-council" and render the website the same as it does today.
The pages should render identically with or without the team database change.
