Revival of #21

Usage

intel-mkl-tool package /path/to/mkl

will create mkl_linux64_2019_5.tar.zst archive.

Change compression scheme xz to zstd
Naming scheme: mkl_{os}{bit}_{year}_{update}

Tasks

[x] Create Package
- [x] For Linux/64bit
- [x] For Windows/64bit
[x] Upload package to AWS S3 manually
- Uploading by AWS client (e.g. rusoto) is not included.
[x] Switch to new archive file
