WIP: Initial version of guide for new contributors #6

As we've seen some additional folks joining the group, I thought it might be useful to have a document that people can point them to for advice on where to look for good first issues.

This is a rough draft only, and I'd appreciate any feedback/edits.

Small nit, I prefer to see markdown wrapped to something like 80 character widths as the extra line breaks won't show up when rendered and it makes it more readable with certain terminal tools that may not auto wrap. Otherwise the content all looks good to me

@xd009642 Yeah, that makes sense as well. It'll probably take me a day or two before I can put up a revised draft, but I will make sure that line width is addressed as part of that
