Update Cargo.toml metadata #16

Drop readme field, cargo will pick up on README.md automatically.

Also drop is-it-maintained badges; these were removed from the manifest format: https://github.com/rust-lang/cargo/commit/60779a006f98fba1680182c174134363d08e0a9b

Interesting, the CI doesn't run. I look into it.

In https://github.com/rust-osdev/ucs2-rs/actions/workflows/rust.yml this flow was marked as deactivated for 8 months now. I activated it again. But this only seems to resolve the issue for scheduled CI runs.
