I'm not entirely sure what the point of contrib-scope.md is — we could just ensure the Overview has this information and then remove this section.

Okay, I decided to revise this section more thoroughly (it does have some purpose).

Last TODO replaced. I was thinking we should enable CI for all READMEs, but I see now there's no point without example code to verify.
