Needs license #3

I'm not sure whether this org is dead or whether it's used, but if it is used, it would be nice to add license files to this repo, and all of the other repos in this org as well. The later they are added, the harder it is to add them. This repo has only had contributors from inside mozilla, so doesn't need any extra signoff, but it might be different for other repos in this org.

This was created just to show what it might look like, it's not being used for anything seriously yet. If we decide to use it, then absolutely, this needs to be handled.

Not sure how serious they are, but there are recent (last commit "7 days ago") activities at least in these two repos:

The const-eval repo has a license, but the other one doesn't, just like this repo.
