new bpaf + minor parser cli refactors #79

Been doing some experiments if Clone for Parser can be dropped - it seems it can be. While at it did a bit more cleanups. At least tests are still passing. Probably no need to release this right away.

Well, now I'm glad I wrote those tests!

Ironically I've created a new branch that adds a new subcommand just yesterday, so I'll have to resolve conflicts with that, but I'll manage.
