Summary of the PR

Updates gatekeepers list.

Requirements

Before submitting your PR, please make sure you addressed the following requirements:

[x] All commits in this PR are signed (with git commit -s), and the commit message has max 60 characters for the summary and max 75 characters for each description line.
[x] All added/changed functionality has a corresponding unit/integration test.
[x] All added/changed public-facing functionality has entries in the "Upcoming Release" section of CHANGELOG.md (if no such section exists, please create one).

This list cannot be viewed for people that are not part of the organization. I get a 404 on it.

It still does not display for me, regardless of whether I am logged in or not. If I am not logged in I am asked to log in, if I am logged in I get a 404.

I've updated the list keeping it as a snapshot, and simplified some wording.

Yes, I don't think github let anyone but organization members see a visible team. So if you're not part of the rust-vmm organization, you won't be able to see it.
