Initial docs workflow for Github Pages #145

Closes #144

With this (and maybe some repo settings), generated docs should be available via GH Pages at https://rust3ds.github.io/ctru-rs !

@Meziu if we want to test this before merging, this branch will need to be added to the deployment environment protection rules (deploy failed, see https://github.com/rust3ds/ctru-rs/actions/runs/6984907585?pr=145)

If you are able to add feature/gh-pages-docs as a branch rule to the github-pages environment under https://github.com/rust3ds/ctru-rs/settings/environments, then we can retrigger the deploy from this branch just to check everything's working — or if not, I can merge to master and deploy from there.
