Add shop tests #338

This adds shop point/polygon tests to better troubleshoot differences in https://github.com/rustprooflabs/pgosm-flex/pull/337/commits/2aa1c80e2f480db0df2f6c71b5ac8c0de6d5484a (#337).

This also moves data test docs into the main docs site (won't be live until merged to main).
