Fix mdbook deploy error - set fixed versions #352

Set mdbook and mdbook-variables to install fixed versions to avoid deploy error.

Saw reference to this change in PL/Rust, pinned versions to match what I have installed locally.

Had to drop mdbook-variables to 0.2.1. I thought that's what I had locally that worked, but wasn't.
