Currently, state management is too static, pools need to be able to track their members over workspace addition and removal.

There isn't a "workspace id" in gnome, so this will have to be done by window membership checking. This will roughly go something like:

workspace is added or removed
all pools interrogate their windows to see what workspace/monitor they are now on
adjust pool metadata to match
re-index pools
create new pool(s) on new workspace (if applicable)
remove pool(s) associated with removed workspace (if applicable)
