As a Developer I want to have a consistently formatted date picker module so that I can reuse it across the app

Acceptance criteria:

commit to feature branch
documentation complete
testing complete
Review by 2 team members

Some time later this comment may be added.

This date picker may also be useful in Project Y so let's take this out of the project and make it a component available across the organization. Add it to the OrgName repo.
