Add annotation/description field to Tracker-API messages #25

Add some kind of annotation or description field to Tracker-API message. Content's of this message are free form text, with max length.

Contents of this annotation fields would be stored to EVENT_ANNOTATIONS table.

If this is implemented, ASCII encoding is no longer sufficient
