requirements files update , #14

changed versions of packages according to python runtime.txt 3.8.8

@gitone912 Could you describe the reason for switching python library versions?

@JulioManoel Thanks for looking onto this As you can check the web-eye-tracker /runtime.txt file the python version mentioned there is 3.8.8 but many of the packages that are in web-eye-tracker /requirements.txt file requires python version 3.9 as you can see in the screenshot i shared thats why i updated the requirements file back to 3.8 version packages
