• No portability requirement
• Allowed to use Windows-native (and/or Windows-only) tech e.g. .NET or C#
• No Qt due to concern for potential commercial forks (don't want to create burden for those potential downstream users that want to close-source their fork) -- confirmed in private

Necessary cooperation from the ruyi side for an external GUI:

• [x] Distfile fetching without wget or curl dep
• [ ] Unpacking of distfiles without Unix-like commands dep
• [ ] Equivalents of dd and fastboot
• [ ] Porcelain interface for ruyi device provision
