Throttling #22

Our experiments won't be as big as I hoped I would make them. Throttling kicks in too quickly to run any decent experiment before it happens, and when it does performance is ridiculous. I have 15 machines struggling with an input of 1 image per 5s.

PS. Apparently I also have a lease cap of 20 machines.
