Enable github actions for automated unit testing #18

The repository on dev.azure had a pipeline for running the unit tests, but there isn't one here.

This PR enables github-actions. Feel free to change the settings. Here's an example of what the output looks like.

Great work @notZaki! We've talked about this but just haven't gotten around to adding it.

This looks like a very good starting point. I'll just add a few extra python versions to the matrix before approving.
