Add COOL command #134

Hello there,

Now is possible to add MQTT set command for the OTGW command 'COOL' (ID 000:HB2: Master status: Cooling enable). This is the command for enabling the cooling on the heatpump.

I will put this in the backlog to investigate. But I think I it is a limit of Open Therm protocol.
