Busywork can not be a problem solving technique since this implies intent to solve a problem. Like choosing a technique to solve a task, but these cases are already captured by the other repetition tags e.g. grinding when improving the game character.
But busywork is most likely also not a problem type, since it is questionable whether games are designed to be busywork. This could mean that a busywork is only a personal challenge, which depends on the impression the game gives the player.
