toc method is undefined

In a freshly created site on 0.9.11, the toc helper method isn't available in page.haml.

Running with shotgun config.ru. Not sure what's going on; I'll take a look over the weekend if I get a chance.

Hmm, I don't use shotgun. Would appreciate any insight!
