Add rainbowR buddy scheme to draft.md #1505

Adding new content to R Weekly issue

A blog post introducing the new rainbowR buddy scheme, which is designed to connect LGBTQ+ folks who code in R. The post also details how the scheme is implemented in R, so has a tutorial element as well. It is mostly a call for participation, though, because it's an opt-in scheme and we want people to sign up for it. (It's a cool scheme and a lot of thought went into the ideas behind it and its implementation, but it hasn't got a lot of traction yet and I'd love for more people to sign up, so any boost in promoting it would be much appreciated!)
