Option to rebin input spectra #17

High resolution spectra such as those from UVES and FEROS may need to be binned before ALFA can operate on them successfully. An option to do this should be added.

Implemented for 1d spectra f67fd5e8c4d82f517adef42a1c870cf1d33a84f7
