He II abundances #38

We only calculate He2+/H+ from 4686 at the moment. We should also calculate it from other commonly seen optical lines.

Done. Emissivities are read in for all He II transitions with wavelengths between 1000 and 10000A, and upper levels <=20. Abundances calculated for all lines detected in the spectrum, and the final He2+/H+ calculated from a weighted average, the default being from 4686 only.
