It's a shortcut for --with-lto. However, my experimentation is leading me to think that so far, LTO on Windows in GCC 4.9 leads to spme issues with certain packages (ggplot, dplyr, etc.). LTO for Windows was enhanced in GCC 5, but we're not there yet :)
