results.json files have "completed" flag set to false

There have been a number of bugs that have been fixed that might have caused this:

it was only checking for results for an hour, but the initial load took quite a bit longer
the disk ran out of space because certain job failures caused the temp directory to be created, but never removed.

There may be other things at work here though so I am still checking into it.
