Use python 3.6 for deployment stage #65

This seems to make deployment work for all python versions. I don't understand why, though.

When I was using Python 3.5, pip was complaints that the get-pip script only supports Python in version 3.6 and upwards. So maybe that was the root of the issue.

The current tag did not deploy to PyPI. The failure I'm the deploy stage might have caused that.and this change should reeable automatic publication of packages.
