release: v1.25.0 #126

release changes and some hotfixes:

  1. pipeline fixes (ubunutu/mssql-integration test fixes)
  2. linter workflow fixes

upload worked in f6028f5 (because it was only autoblack that failed)

I could yank and re-upload for 1ef26ed, but as it's only a linter config commit, i'm just going to ignore it because it's easier.
