I think the mod should contain a few non-passive sources of GP, besides the manual mill.
What if the Fire Mill required that the block below the fire was not netherrack or magma? And, if the gamerule doFireTick is false, has a chance of extinguishing it's fire when it gets a block tick (Block.randomTick(....)).
What if the Lava Mill had a chance of consuming it's lava on each block tick?
What if the Water Mill had a chance of consuming nearby water anywhere around it (including off of the corners)?
