Came here to comment about this specifically. I can confirm this is a thing, it took me a while to understand what was happening here... As admin of my kids' server, and player on said server (in survival), I have lost a few more or less irreplaceable items due to this bug.
Also having the issues.
I am beginning to think that @rwtema either can't fix it, or doesn't care enough about the issue to try to fix it. In fact based off of his comments on a thread posted previously about this very issue, he demonstrated a rather "I don't give a shit, you can replace lost items in creative" attitude about this issue. This is a very arrogant and ignorant approach to a major bug that has plagued this mod since the days of 1.7.4 back in 2017. Here is the direct quote I am referring to:

In response to this I say, Not everyone can simply replace items lost because of this issue. Whether it is due to not remembering specifically what was in the bag, or being unable to set specific NBT data tags that were on the items. The majority of individuals who play in creative mode, or switch between creative and survival are not mod authors or experienced server owners and administrators who know how to set the majority of data tags when using the give command, and even those that do have a hard time getting it right, or even finding the required documentation to be able to set data tags on some items. Just because you personally do not see any special benefit in special casing the bag does not mean that the community as a whole feels the same way. The number of bug reports on this very issue should be evident enough that this is a problem for the gaming community, and your response to the issue @rwtema is arrogant, ignorant, and downright disrespectful.
Some additional information, it seems like having other users on a server change gamemodes will also delete the contents of bags if holding in another players inventory. Just ran into that bit today.

This is a problem for me when i go to change game modes to fix a players problem but i play legit and dont always remember what i had in it its a big bag

The issue of the Golden Bag of Holding losing its inventory when you change game modes is still as of yet present. This is a Major issue for server operators and system administrators as it means that we lose inventory items stored within it when we change game modes to fix things on the server (IE troubleshoot causes of server lag). Often times players are not going to remember every item that was stored in the bag, or there will be items that were stored in it with NBT data that for all intents and purposes cannot be replaced easily. This has been an issue since at least minecraft 1.7.4 and for this issue to continue to exist does not make sense.
