You didn't bother to give an ounce of context to this report...

The redstone clock seems to have a rather high amount of tick lag. Likely caused by a newer forge build as I had not noticed this previously. Simply placing it is enough to reproduce the effect.

Modpack is ATM3 Remix 1.0.2 Forge: 2796 extrautils2-1.12-1.9.8
