As the title says, the Atomic Reconscructor in the mod 'Actually Additions' doesn't receive RF from the wireless transmitter, and the transmitter itself when right-clicked doesn't print an increase in the number of tiles it's serving when both are within 4 blocks or less of each other.
The transmitter is powering other nearby devices just fine though.
